US President Donald Trump issued a number of diktats (sorry, Executive Orders) on his first full day in office. But one is likely to greater impact : a blanket freeze on recruitment at all federal offices.
The executive order expressly permits re-allocation of staff within government. It also requires the heads of departments to begin a process to determine how headcount can be reduced. But it is clear: reduction in headcount must be due to attrition.
Any positions that were vacant as of midday 22 January 2017 must be left vacant.
