USA's FinCEN: notice regarding countries with counter-money laundering, etc. deficiencies as identified by the FATF

A notice, relating to the findings of the Financial Action Task Force relating to deficiencies in the counter-money laundering / anti-terrorist financing regimes of several jurisdictions, has been issued by the USA's Financial Crimes Enforcement Network, FinCEN.
On 30 October, 2018, The Financial Crimes Enforcement Network (FinCEN) issued an "advisory" to financial institutions regarding the Financial Action Task Forces (FATF) updated list of jurisdictions with strategic "anti-money laundering and combatting the financing of terrorism (AML/CFT)" deficiencies. The FATF says that the changes may affect U.S. financial institutions obligations and risk-based approaches regarding relevant jurisdictions. The advisory also reminds financial institutions of the status and obligations involving these jurisdictions.
